Printed matter with reduced rate for elections:
Recently I found several letters with this special rate.
Though franking is NOT correct.
These are all letters during a campaign period
for the Federal elections in 2003.
The rate for these special sendings was €0.35 (in 2003).
For this rate, there was following issue :
€0.35 Great Spotted Woodpecker.
Yet, the letters were franked with this older stamp (from 2000).
Did the campaign-people have an old stock (for more than 3 years?)
Did one thought the rate of €0.20 was enough?
The strange fact about this, that the letters were sent from different towns and not by the same sender.
I have multiple letters, but I only show 2 examples:

to Maldegem on May 11, 2003
Rate : Printed Matter at low rate = €0.35
[This rate was applied 40 days before the Elections of May 18, 2003]

Letter sent from Dendermonde to Colonia Juárez (Mexico)
on November 14th, 2005.
Rate: Letter (+50g, Prior, World) = €0.80
[This rate was applied from May 3th, 2004 till January 31st, 2007]
The adressee was unknown, so this letter returned
to sender .
The stamp with 24Fr values €0.60 .
'8Fr/€0.20 - Great Tit' as additional franking.
On both sides of the envelope service-cancels were put, also
a date 'December 9th, 2005'.
